Formal Complaint Against PayOffice/HiTower Mexico
Subject: Wage Theft and Unethical Business Practices
I am writing to formally report serious labor violations and unethical business practices committed by PayOffice/HiTower Mexico, a Dutch company with offices in Mexico. This complaint documents my personal experience at this company from February 2024 to January 2025, as well as the experiences of approximately 20 other employees who were similarly affected.
Background
In February 2024, I joined HiTower Mexico. I was instrumental in building the company's operations from the ground up and worked extensive overtime hours to ensure the company could function. Throughout this period, I demonstrated unwavering dedication to the company's success, often going above and beyond my regular duties.
Timeline of Violations
The situation deteriorated rapidly beginning in December 2024:
- December 20, 2024: The company failed to pay legally mandated Christmas bonuses ('aguinaldos'), which are required by Mexican labor law and subject to penalties if not provided.
- Late December 2024: Management abruptly directed all employees to work remotely and proceeded to lock the office premises, claiming concerns about potential theft. This appears to have been a pretext to prevent employees from accessing the workplace while wage payments were being withheld.
- December 30, 2024: The company missed the bi-monthly payroll, failing to pay any employees their wages.
- Early January 2025: Despite non-payment, several employees continued to report to the office when possible, working without compensation based on false promises that payment would be forthcoming.
- January 16, 2025: I received an unexpected WhatsApp message informing me that I had been terminated, though in practical terms, my employment had effectively ended when payment ceased on December 20.

Throughout this crisis, Mr. Krete was conspicuously absent, never directly addressing employees' concerns. Instead, misleading information was communicated through the company's director.
About Marcel Krete:
Marcel Krete is a Dutch entrepreneur originally from Den Bosch who currently resides in Veghel, Netherlands. He is the owner of J&M Personeelsdiensten (Personnel Services), which specializes in payroll solutions and HR services for companies. His business focuses on simplifying employee administration, including salary processing, annual statements, and dismissal procedures.
According to Dutch business publications, Marcel Krete's company developed proprietary software called 'Flexuur' designed to efficiently manage back-office operations. This software is also used in his international ventures, including PayOffice and the associated companies that operated in Mexico.
While presenting himself as a successful businessman in the Netherlands, our experience in Mexico demonstrates a concerning pattern of labor violations and unethical business practices in his international operations.
